  • TCF’s IMP Issues Assessment Interference dated 19 October 2007, which set out the industry’s recommendations on various issues relating to interference management in an unbundled environment. It is likely that these elements will be included in the Commission’s STD for UBA and UCLL. Tony chaired the TCF Working Party that developed these recommendations.
  • TCF’s Backhaul Recommendations dated 31 August 2007, which set out the industry’s recommendations on non-pricing issues relating to backhaul services for unbundled bitstream access (UBA) and unbundled copper local loop (UCLL). These elements are to be included in Telecom's STD proposal, which was filed with the Commission on 28 September 2007. Tony chaired the TCF Working Party that developed these recommendations.
  • TCF’s UBA Recommendations dated 19 June 2007, which sets out the industry’s unanimous recommendations on certain key technical and operational standards relating to Telecom’s wholesale provision of ‘naked’ unbundled bitstream services (without also having to purchase normal phone services). These standards are to be included in Telecom's STD proposal relating to ‘naked’ unbundled bitstream services, which is to be filed with the Commission on 11 July 2007. Tony chaired the TCF Working Party that agreed these recommendations
  • TCF's LLU Recommendations dated 18 May 2007, which sets out the industry’s unanimous recommendations on certain key technical and operational standards relating to Telecom’s wholesale provision of access to unbundled local loop lines, and colocation for LLU equipment. These standards were included in Telecom's STD proposals relating to unbundled lines access and colocation, which was filed with the Commission on 12 June 2007. Tony chaired the TCF Working Parties that agreed these recommendations
  • The Business Plan of the New Zealand United World College Trust, of which Tony was the chairperson.
  • Phase 1 Report on Local Loop Unbundling and Naked DSL, Telecommunications Carriers’ Forum (TCF), 20 December 2006. Tony is the independent chairperson of industry working parties established by the TCF to develop technical and operational standards for the implementation of local loop unbundling and ‘naked’ DSL services in New Zealand. This report sets out the TCF’s analysis of the issues and options, with recommendations on the preferred approach.
  • New Zealand Law Commission Report on Life Insurance 2004: This report sets out the Law Commission's analysis and recommendations in relation to reforming the life insurance legislation. Tony assisted on the policy framework, economic costs and benefits analysis, and recommendations, particularly in relation to securities market elements
  • Analysis of Draft Constitution of Meat and Wool New Zealand, 30 June 2003: Prepared for Federated Farmers, this report reviewed the proposed constitution for Meat and Wool New Zealand and made various recommendations on how it should have been changed to provide better safeguards on the efficient use of levy funds
  • Kiwifruit Fruit Industry Restructuring Act 1999: Tony led the team that prepared this legislation, which provided for the deregulation and corporatisation of the New Zealand Kiwifruit Board
  • Apple and Pear Industry Restructuring Act 1999 (repealed with the privatisation of ENZA New Zealand): Tony led the team that prepared this legislation, which provided for the deregulation and corporatisation of the New Zealand Apple and Pear Board
  • Dairy Industry Restructuring Bill 1999 : Tony assisted in preparing this legislation, which provided for the deregulation and corporatisation of the New Zealand Dairy Board
  • Draft Compulsory Levies Bill 1999: Tony led the team that prepared this legislation, which provided a new regime by which organisations like the Meat, Wool and Pork Boards could raise compulsory levies from producers for public good activities.
  • Ngai Tahu Claims Settlement Act 1998: This statute sets out and gives effect to the deed of settlement between the Crown and Ngai Tahu. Tony was closely involved in the process for the Crown, including the preparation of the deed of settlement
  • Treaty of Waitangi (Fisheries Claims) Settlement Act 1992: This statute sets out and gives effect to the Deed of Settlement between the Crown and Maori in relation to Treaty fisheries claims. Tony was involved in various aspects of the deed's drafting
